user mode

A user mode, much like a channel mode, serves the purpose of giving users a single letter flag depending on the options they have chosen on an IRC server. A usermode can be set by doing '/mode +/- '. An example would be, if a user wanted to set themselves into invisible mode, the command would me '/mode user +i', where user is the nickname of the user doing the request and where +i represents the fact that the user wishes to set themselves as "invisible".
